Carter launches congressional reorganization studies
President Carter announced plans to launch four interagency reorganizations within nine months to streamline law enforcement human services economic development and related functions. He said the moves aim to end wasteful overlap and improve efficiency across about 10 agencies casting a wide net over federal programs. Bert Lance of the OMB said the plan will serve as a model and be ready for Congress mid July with a second reform likely in the fall focusing on criminal justice programs.

Capitol West Front extension approved in close vote
The House passed a measure to extend the West Front of the Capitol in a tight 212 to 204 vote after an amendment to strip million from the bill. The project seeks to preserve and enlarge the deteriorating sandstone facade facing the Mall and Washington Monument. The fate now rests with the Senate as members reassess restoration options. President Carter's spokesman also said the administration is reviewing a gasoline rationing plan required by the 1975 Energy Act.
