McGovern makes push toward nomination with busing plank

McGovern gains black delegates in bid for first ballot

Democratic campaign notes show Black supporters led by Rep. Walter Fauntroy claim McGovern picked up a bloc of delegates, lifting his total past 1 500 but still short of the 1 300 needed for a first ballot victory. Platform debates pit busing and desegregation against party factions as Wallace and Jackson proposals circulate.

California Delegates Divided by Votes in Democratic Test

Wallace to Shirley Chisholm with Humphrey in the middle urged a special Democratic examiner to split California delegates by vote percentages. McGovern would gain 120 votes and Humphrey 106 if the credentials challenge succeeds, leaving McGovern at least 460 votes from the nomination. The question centers on whether rules should be changed after the game was played with the players accepting them.
