Top court ruling curbs confining of mentally ill

The Supreme Court narrowed the scope of involuntary confinement, addressing the liberty rights of individuals. Kenneth Rionaldson sued after being confined at Florida State Hospital from 1957 to 1971 as a paranoid schizophrenic. He won $38,500 in damages against Dr. J.B. O Conn or and Dr. John Gumanis. The decision follows a series of related rulings on state official immunity. Donaldson, age 87, lives in York, Pennsylvania. The Court also ruled price fixing in mutual fund shares and fixed broker commissions not subject to antitrust laws. Other actions upheld Social Security widow benefits after nine months of marriage, allowed a corporation to be taxed on gains from securities, and barred use of statements made during an unconstitutional arrest.

Nuclear test quake rocks Las Vegas area in Nevada

A nuclear test blast deep in the Nevada Desert shook Las Vegas as a tremor rated 6.0 by seismologists. The yield was at least 200 kilotons to one megaton, with no serious injuries or damage reported beyond hotel sway. Local casino workers remarked on the rare powerful shake felt since 1949.

Heart surgery saves tiny San Diego baby

In San Diego Gail Sparks survived a early heart operation after being born three months premature and weighing 22 ounces. She spent a month on a respirator at University Hospital then two months in an Intensive Care unit with breast milk feeding volunteers aiding her recovery. Physicians call her the smallest San Diego baby to survive heart surgery.

Lawyer jailed for illegal Humphrey campaign gift

Minneapolis lawyer Jack L. Chestnut was sentenced to four years in prison and fined 5000 dollars for soliciting and accepting an illegal 12 000 dollar corporate contribution to Senator Hubert Humphrey's 1970 re election campaign from Associated Milk Producers Inc. The judge said the punishment protects the political system from money abuse amid references to Watergate. Chestnut, 42, had been convicted in May after a jury trial in U S District Court.

State to drop two L A based health plans

The State Health Department said it notified two Los Angeles County based prepaid health plans their contracts will expire in late July.
