Behr tax relief plans shelved by Assembly panel
In Sacramento the Assembly Committee on Revenue and Taxation blocked two Senate approved home tax relief plans and a member’s bill to raise exemptions. The Senate measures, two constitutional amendments and related bills, were held for study and cannot reach the 1978 ballot. Behr touted broad homeowner support and pledged to reintroduce the proposals in 1977-78 for a 1978 vote. A 20 percent income tax surcharge and a 5 percent transfer tax on owner occupied home sales were proposed to reimburse local governments. Opposition from real estate agents and business groups was strong.
