Bond urges population only criterion for California reapportionment
Assemblyman Bill Bond argues before a state Supreme Court panel that reapportionment should ignore factors such as incumbency, community interests, and geography and rely solely on population. He proposes a grid-based method for all eight Assembly districts, 40 Senate seats, and 43 congressional districts to ensure equity and reduce political considerations.

The panel urged foresight in long term resource management and set limits on timber exports to boost domestic lumber supply.
