Budget bill blocked in California Assembly vote
In Sacramento dissident Democrats and Republicans united to block final passage of an 11.56 billion dollar state budget in the Assembly. The measure fell five votes short of approval after hours of wrangling, with Speaker Leo McCarthy seeking alternative paths as factions argued over spending levels. Senate action had sent the bill to Governor Brown, who urged no tax hikes while Democrats pressed for higher spending.

Residential gas users exempted from hike
San Francisco AP reports the California Public Utilities Commission ordered a new natural gas rate increase to be spread to nonresidential customers for three months to allow utilities to identify nonresidential users. Residential rates will be restored Sept 36, with offsets applied to nonresidential charges. The move follows higher gas costs from El Paso Natural Gas, PG&E, Southern California Gas, and San Diego Gas & Electric. The plan raises average residential bills modestly over the three months.
