Admiral Moorer urges caution in U S arms pact with Soviets
Admiral Thomas H Moorer chairing the Joint Chiefs of Staff urged slow progress on a strategic arms limitation pact with the Soviet Union. He warned against unilateral moves that could yield Soviet nuclear superiority while acknowledging a need for a simple verifiable agreement. Moorer said the United States must avoid haste and monitor Soviet offensive buildup, even as he supported current SALT talks in Vienna. Muskie and Symington challenged his casualty figures noting missing multi warhead missiles.

Ocean dumping may strip world oxygen supply, warns Piccard
Dr Jacques Piccard told a Senate subcommittee that ocean dumping endangers phytoplankton, which supplies two thirds of the planet's oxygen. If phytoplankton die, life in the sea could collapse and humanity may suffocate within decades unless dumping is halted or controlled internationally.

24 hour TV surveillance urged to curb urban crime
Washington report says a National Academy of Engineering panel urged cities and federal agencies to test 24 hour television surveillance of high crime areas to protect residents. The group also proposed a combined TV acoustical system for housing projects and public institutions. The study, “Communications Technology for Urban Development,” notes telecommunications could improve health care education and transportation and reduce the need for dense urban living.
