Testimony Dilemma in Evans Bridge Collision Inquiry
The fact finding board cannot compel Lt Ramsey to testify about the June 3 South China Sea tragedy aboard the Evans. Ramsey, suspected of negligently hazarding a vessel, declines to waive rights for a statement after Lt Hopson testified fully for three days. The inquiry, lacking punitive powers, reviews testimony to determine potential charges.

Justices Spurn Warren Bid for Off-Bench Code
Supreme Court justices rejected Chief Justice Earl Warren’s bid to impose immediate off bench ethics rules. They postponed action until October, when a new chief justice will lead the court. Warren issued a 13 page statement detailing his efforts and reported last Friday’s conference. The rules, issued June 10 by the Judicial Conference, bar outside fees for all federal judges except the Supreme Court, and require all non Supreme Court justices to file annual asset reports next year. Warren formed a judicial committee on May 16 following Justice Abe Fortas’s resignation over a $20,000 fee consideration. He aimed to see the code fast before his term ends.
