Bagley blasts Reagan tax plan as worse than no withholding
Assemblyman William T. Bagley of San Anselmo attacks Governor Reagan's income tax withholding plan as defective and calls for mandatory with holding. He argues the plan fails to catch nonresidents, costs more to administer, and would be better with no withholding. He backs a bipartisan compromise moving toward compulsory withholding based on federal standards supported by major business and labor groups.
