Senate chair George Miller Jr said the eventual figure will be below the Assembly’s $5.15 billion. The panel restored funds to Mental Hygiene and added beds for the mentally retarded, while defense of mental health funding was emphasized as adequate. The plan now goes to the Senate floor for a vote, then back to the Assembly. Reagan had proposed $4.42 billion, later raised to $5.06 billion.
