The Los Angeles Regional Water Quality Control Board approved unanimously an interim two year plan to improve water quality in the Santa Clara and Los Angeles River basins with upgrades to sewer and treatment facilities costing millions. Sierra Club's Douglass Yingst urged tougher measures while other sections stress higher discharge standards to protect marine life and the underground aquifer. Cease and desist hearings may be ordered against Oxnard Port Hueneme Las Virgenes Municipal Water District and Allied Chemical Corp El Segundo as part of potential actions including $6,000 daily fines. Special panels will recommend orders to the full board.
