SACRAMENTO UPS Reagan rejects mandatory withholding as a price for tax reform, saying voluntary withholding solves taxpayer convenience. Unruh says any reform passing will be bipartisanship, not sole executive credit, narrowing negotiation scope amid competing bills and a possible $100 million tax cut for education.

Antipicket Bill Faces Senate Opposition In Sacramento
In Sacramento a bill to outlaw picketing in the Capitol drew stiff resistance from Senate Republicans led by Chairman Donald Grunsky as a committee postponed a decision for a week. The measure, championed by Assemblyman Don Mulford, follows years of protest by 89 year old Robert H. Simpson over a prior false imprisonment claim against Santa Cruz County and his constant Capitol demonstrations. Simpson, who has waved placards denouncing state officials, including Governor Reagan, is part of a broader push to curb protest activity inside the Capitol.

The bill, part two of a 1966 law, would create presumptions based on sobriety tests, setting alcohol levels at or above 0.10 percent as proof of drunkenness and below 0.05 percent as sobriety, with jury verdicts required for 0.05 to 0.10 percent.
