House panel balks at decriminalizing small marijuana poses
Washington AP A House special committee rejected a Carter administration proposal to replace federal criminal penalties for private possession of small amounts of marijuana with civil fines up to 100 dollars. Bills would allow possession up to one ounce for personal use with fines instead of prison. No prosecutions under the law in recent years were noted. Senator Birch Bayh plans to offer an amendment to decriminalize small amounts on a separate DEA bill later this month.
