Energy plan underperforms Carter claims say, CBO study finds
The Congressional Budget Office released a first broad look at President Carter's energy package, concluding it would work but more slowly and less dramatically than touted. The plan would curb gasoline use, cut foreign oil dependence, and lift coal use, yet inflation effects would be modest and overall economic impact minimal. The report notes tougher environmental goals may raise conservation needs, with key measures like a standby gasoline tax and high mileage car rebates offering limited, gradual savings by 1985.
