United States vows no secret talks with North Korea
The United States pledged it would not negotiate with North Korea behind South Korea’s back. A communique after talks between U S Defense Secretary Brown and South Korea's defense leaders outlined a staged withdrawal of about 33,000 U S troops over four years and a proposed military aid package totaling about 1.9 billion dollars. The agreement also affirmed a combined military command and reiterated readiness to deter hostilities on the Korean peninsula.
