County Counsel says ballot plan not legal this year

Los Angeles County Counsel Harold W Kennedy said it would be legally impossible to put a package plan for a major overhaul of Los Angeles County government on the November ballots. He noted the state constitution requires a 15 member board of freeholders before major revision of the county charter. The plan would add 6 supervisors, shift sheriff and assessor to appointive posts, create a strong county manager, and overhaul civil service and auditing. Some supervisors urged more study and opposed expanding manager power.
