A senior Pentagon official said an all volunteer U S military might work despite June recruiting shortfalls. Deputy Secretary William Clements noted total service strength at 2 259 million by June 20, with a 19 000 deficit versus the objective, and pointed to improvements in enlistments and quality. He dismissed calls to read one month’s data as decisive and said drafts are not under consideration.
