Bay Area Bill Creates Regional Development Agency
Sacramento approves a contentious bill establishing a Bay Area conservation and development agency to oversee nine counties. The plan, narrowly passed 41 to 24 in the Assembly, would be funded by a 1 percent personal income surtax and a gross receipts tax, with governance by 40 members including local officials and district voters. Hitch Moves to Reduce Faculty Control at UC
UC President Charles Hitch seeks new authority to guide curriculum and discipline, amid campus protests over the Vietnam War. He proposes guidelines and clarifications to empower regents over courses, while Berkeley Chancellor Heyns reports substantial course changes in response to war politics. Regents praise the move though some fear academic autonomy erosion. An Assembly committee also pursues regent term reductions and state oversight of UC finances.
