Rival Tax Rebate Measures Go to Senate Reforms Revised
Sacramento action split with two rival income tax rebate bills advancing in the Senate Finance Committee. Moscone proposes a 20 percent rebate up to limits while Deukmejian and Reagan back a 10 percent flat cut costing $100 million. Both hinge on 1968 earnings and the April tax paid, with floor votes planned next week amid a GOP revision of Reagan’s plan adding a 1 cent sales tax and 25 percent income tax boost.

TAX HIRE FOR TRANSIT FACES Senate Vote Split
A six month sales tax increase to raise 36 million dollars for a rapid transit system in Southern California was sent to the Senate 42-18. Assemblyman Lanterman defended the plan as funding a competent bus system while opponents led by Burton criticized tax lobbies and warned against burdens on residents. A separate bill to form a five county transit district failed 30-22 but could be revived. The proposed district would include Los Angeles Orange Ventura and parts of Riverside and San Bernardino with a 2.5 cent per 100 assessed valuation property tax subject to voter approval. Opponents argued the measure unfairly taxes Orange County residents for Los Angeles County benefits.
