Ford proposes split of highway fund and state aid plan
President Ford unveils a Federal Highway Act of 1975 aimed at finishing the Interstate System while shifting most federal highway aid to direct state and local funding. The plan would cut the Highway Trust Fund role, place 1 cent of the gasoline tax into the fund, 2 cents to general treasury, and 1 cent to states that raise their gas tax. Six governors witnessed the signing in the Rose Garden as Ford touted increased state flexibility and a blue grant approach for highway money.
