Cambodia seeks immediate ceasefire to end three year war
Foreign Minister Long Boret announced Cambodia's government would pursue an immediate unconditional ceasefire with the Khmer Rouge and North Vietnamese allies, open to negotiations for lasting peace. He said a cease-fire could precede talks if the other side agrees, and a withdrawal of 40,000 North Vietnamese troops would not be a prior condition. He criticized Norodom Sihanouk's stance as misrepresenting the rebels, warning peace talks hinge on their acceptance.

Federal rate hikes passbook, CDs boosted. HUD backs FHA loans
The Federal Reserve Board approved higher interest ceilings for passbook savings and certificates, while Bank of America kept passbook rates at 4.6 percent and raised time deposits. The FDIC and FHLB also raised ceilings, prompting criticism from Rep. Patman who accuses policy of fueling higher rates.
