City Attorney Walhfred Jacobson said dogs impounded by the city cannot be sold for medical research. He noted ordinances lack any provision allowing sales for research and the council would need an ordinance to authorize such sales. The mayor and other officials upheld a prior ruling that sold dogs would be treated as pets, not property to be used in research.
