Trailers Barred as Substitute for School Buildings
Planning officials told the Planning Commission that using trailers as a permanent substitute for school buildings is improper and degrades a community. A private elementary school asked for a special permit at 4647 Long Beach Blvd for two trailers, one for storage and one for a guard residence, under owner Lucile K. E. Conner and operator Eleanor Parmenter who leases the land. Neighbors objected to noise, while Parmenter said the lease restricts permanent construction. The commission noted the matter concerns trailer use, not school operation, and some members suggested a limited temporary permit until a permanent building is erected, as city policy traditionally opposes permanent trailer use.

12th Street Vacated to Expand Lincoln Elementary
The Planning Commission approved vacating about 245 feet of 12th Street east from Alamitos Avenue to allow Lincoln Elementary School expansion. The prior 240 feet vacated in 1969 left the balance and the commission urged City Council approval. At the December hearing 76 percent of nearby property opposed the 38-unit project, but the planning department said 30 to 40 foot lots would yield 30 units and offered locally controlled development. The YMCA cited economic concerns for its North Long Beach site.
