Los Angeles County supervisors warned the welfare tab could top 1 billion in 1971 as 15,000 to 20,000 new recipients join monthly. DPSS head Ellis P. Murphy cited 830,000 on welfare with annual costs around 220 million, noting rising unemployment and broken homes fuel the load while urging state and federal aid and Reagan reforms.

Seven County Units Sue for Higher Health Benefits
Seven Los Angeles County employee organizations filed a multimillion-dollar suit seeking increased health insurance contributions for 74,000 county workers. The suit cites the two year old employee relations ordinance requiring wages and benefits comparable with private industry, noting a 1970 wage survey showing private employers averaged 20.99 monthly versus the county at 8.
