State figures can be juggled study says
An outside expert told the Legislature that the State Finance Department errs in some rural areas and its figures can be used for political aims by the governor. The report says the department generally does good work though and finds little evidence of falsified revenue forecasts. It urges procedural changes and fines for personal underpayments, plus savings by reducing machinery and streamlining paperwork. The study was prepared for Governor Reagan and prepared by Paul Taubman of the University of Pennsylvania.
