$6.2 Billion Local Aid Plan Outlined by California Governor
Governor Reagan unveiled a $6.2 billion Local Assistance program as the major part of the 1973-74 state budget. The plan boosts school funding and property tax relief, shifts funds for county-run mental health programs, and hinges on a one-cent sales tax increase. SB 90, backed by Ralph Dills, enables a record infusion into local schools, raising school apportionments to about $2.4 billion and boosting homeowner relief. The budget starts FY with an $851 million surplus and includes a $402 million contingency reserve.
