The plan aims to improve rural status and farmer income by adjusting supports and acreage rules. Proposals include raising long term conservation reserves, increasing wheat cotton rice and tobacco allotments up to 50 percent, eliminating corn allotments, repealing escalator clauses, and setting price supports at 60 to 90 percent of parity.
A set of proposed farm measures aims to alter price supports, expand surpluses sales abroad, and fund soil and water conservation. The plan would raise government backing for crops, extend trade acts, boost research, and broaden rural loan sources, amid mixed industry reactions and stock market shifts.
