Nixon to shift federal push against northern school segregation
Washington reports the Nixon administration will refocus anti segregation efforts to the North after statistics show higher desegregation gains in the South. Elliot Richardson cites 23.4 percent black students in white schools nationally in 1968 rising to 32.4 percent in 1970, while northern and western states showed lower integration levels.
