Senate Democrats set stage for partisan revolt in California

Sacramento UPI Senate Democrats elected Sen. George Moscone as floor leader and Sen. James Mills as caucus chairman in a move they say will create a partisan Senate with clear party lines. Moscone and Mills said the goal is to reform rules and ensure party debate, though they deny a bid to oust President Pro Tempore Hugh Burns. The caucus vote was reported unanimous by 19 members. 1968 rules may remain in place for officers while changes to committees await Assembly action under Speaker Monagan.
