Sihanouk demands border recognition to restore U.S. ties
Sihanouk linked resuming diplomatic relations with the United States to American recognition of Cambodia's borders with South Vietnam. Bowles assured no hot pursuit, and Sihanouk signaled possible renewal of aid while maintaining frontier claims. The border dispute remains unresolved as talks stall amid long-standing tensions.

LBJ Orders Cut in Foreign Aid
President Johnson ordered the Agency for International Development to cut spending by one third as part of a plan to strengthen the dollar. White House secretary George Christian said the cuts would save about 100 million dollars, with administrator William Gaud agreeing. The move follows last year's 250 million dollar excess in spending and aims to reduce overall costs by reducing purchases, boosting U S ownership of currency, and increasing foreign government contributions for technical aid.
