Work Begins on 87th Congress with Kennedy Backing
The 87th Congress opens with Democratic leadership in the House as Kennedy seeks support for his program. McCormack emphasizes teamwork with the President to ensure freedom amid global crisis. Senate Leader Mansfield notes focus on tax relief issues, while snow and cold greet lawmakers. Rayburn is absent due to illness, a rare moment in two decades. House Republicans plan a strong election-year record and nominate Halleck to speaker as Kennedy s popularity informs the political climate.
