California coast development bill seeks regional veto power
A coastal protection bill in the 1971 California legislature would empower five regional review boards and a statewide board to block shoreline and tideland projects inland along 1,000 miles of coast. The measure, identical to a 1970 bill, would give boards 30 days to overrule local decisions, with a 10 day additional window at the state level. It faces opposition from conservatives, but enjoys backing from the League of California Cities and awaits committee action.
