Battle Over Gas Tax Funds Divides California Regions

The Assembly approved 42 to 31 a plan to boost Southern California’s share of highway funds, but Senator Randolph Collier vows to kill it in the Senate Transportation Committee. The measure by E Richard Barnes would require 60 percent of the Highway Users Tax fund for construction in 13 Southern California counties, with 40 percent to 45 Northern California counties. Northern lawmakers oppose reallocating funds amid debates on rapid transit funding and regional highway needs. Collier, long opposed to shifting funds, warned he will again block the measure.
