Plan to reorganize state higher education with regional boards
A proposed Super-University plan would abolish the state college board and most ex-officio members, creating a 24-member governor-appointed board plus the university president as ex-officio. Regions would have administrative and court noting boards. Admissions would broaden targets, with universities accepting top 20 percent and colleges top 40 percent of high school graduates. Minority access would rise via a 1.25 billion program for grants and work study. The plan criticizes the current master plan as failing and promotes stronger counseling and transportation to support underrepresented students.
