Four Democrats joined Republicans to block the bill which would have let students owe about 3500 to 3000 for four years, payable during or after study. Opponents argued the amendment could create a tax loophole for wealthy students who could pay the bill as a deduction. In a separate item, Supreme Court Justice Douglas granted a stay of execution for Edmund Earl Reeves, 31, on death row at San Quentin, delaying his March 5 execution.
