Dockers win dispute on container cargo
The National Labor Relations Board ruled that container stuffing and unstuffing jobs at waterfront sites belong to longshoremen while loading work away from piers falls to the Teamsters. The ILWU cannot force PMA members to levy a $1 per ton tax on containers staffed by other unions. The ruling affects three container freight stations and raises questions about jurisdiction at California Cartage in Wilmington. Leonard called the decision a longshoremen victory and said it may push more waterfront work to longshoremen while leaving uptown operations unresolved. The decision encourages possible future contracts to shift more container work to the waterfront.
