Viet negotiator says Nixon rejected POW swap for pullout
In Paris talks, North Vietnam’s Xuan Thuy says the United States was offered a straight prisoners for pullout exchange last year, but Nixon refused. Thuy links any future exchange to South Vietnam’s fate. Haldeman critic says such critique aids the enemy. Mansfield warns against returning the issue to the front burner. Thuy insists the approach is not a swap and cites 1971 opportunities to end the war if Nixon had withdrawn troops. CBS aired the Thuy interview, with Rogers commenting later.
