UPI reports State Department official Frank E. Loy told Congress Cuba may take measures against hijackings if the trend continues, while hoping for changes to the Tokyo Convention to enable prosecution of hijackers. He noted Cuba’s lack of support for the convention and discussed possible routes to deter hijackings without arming crews.
