California delays in filling public service jobs sparks critique

Sacramento and Governor Reagan face criticism from Assembly Speaker Bob Moretti over slow spending of federal Emergency Employment Act funds. California lagged 1,600 jobs behind a promised 3,000, while counties moved faster. HRD officials dispute the pace and defend ongoing programs set to hire about 775 jobs, with officials noting funds have been available since last November. Reagan touts welfare reforms and urges keeping state control of welfare while expanding public service jobs without expanding government permanently.
