U.S. Aims to Boost Sierra Snowpack via Skywater Project
The federal Skywater program plans cloud seeding in California to raise Sierra snowpack by 10 to 15 percent, adding about 200 000 acre feet of runoff annually. Denver official Olin Foehner says the five to seven year study focuses on planning, testing, and locating suitable storms, with environmental reviews due in early 1977.

Parolee Arrests Surge Amid California Crime Stats 1976
California crime statistics show 2,328 felons on parole were arrested for new felonies in the first quarter of 1976, 1.7 percent of the parole population, with robbery and burglary driving the totals. If trend continues, about half of the 19,857 adult parolees could face new felony arrests this year. The state study notes 0.015 percent of adults are parolees, but their 2,600 felony arrests account for 4.6 percent of total adult felony arrests. Department of Corrections will study the data while concerns mount over a July release wave due to retroactive sentencing law changes.
