Berkeley Chancellor Roger Heyns ends compulsory fees and membership in the Associated Students. He will replace the mandatory dues with a smaller voluntary fee for summer quarter to fund student union programs and campus publications. Membership becomes voluntary unless a student association is reestablished under a valid constitution and rules, while spring charges remain to meet existing commitments.
