Navy ROTC cadet death prompts coroner jury rebuke
A coroner's jury in Madison Wisconsin ruled that Michael Cooper 23 killed himself with a .357 Magnum after a shootout with deputies who sought to take him into custody on an AWOL Navy pick up order. The panel urged the Naval ROTC and Navy to better address individual member problems. Cooper attended the University of Wisconsin on an ROTC scholarship but rejected his officer commission after failing to qualify for pilot and nuclear programs.
