Panama cuts diplomatic ties with Cuba over Castro speech
Panama announced the severing of relations with Cuba, the second Latin American nation to do so within a week, after Fidel Castro accused governments of treachery. Panama said relations were ended when Castro spoke, and Panamanian diplomats in Havana will depart. Velarde offered Panama as a potential site for an Inter-American Foreign Ministers Conference on the Communist threat, if dates shift from January to February.
