South Coast panel closes after contentious coastal permit era
By Mary Ellis Carlton urban affairs editor the South Coast Regional Commission ends its four year run with a final South Laguna ocean bluff permit at Torrance City Hall marking the last act before the California Coastal Act takes effect. the panel heard 9680 permits covering coastal developments from shopping centers to single family homes while rivals argued it rushed or slowed projects. critics said developers faced capricious rules while environmentalists claimed insufficient sting, as Proposition 20 loomed over the transition to a new regime.

California Coastal Commission to be reformed under new act
California voters in 1972 authorized commissions to draw a coastal plan and regulate development. The South Coast region including Los Angeles and Orange counties accounted for about 40 percent of coastal permits. Under Prop 20 the commissions will be dissolved this year but reestablished early next year with new guidelines. The executive director expects action in February as cities must prepare master plans to gain certification, and uncertified coastal development will need a permit. The 12 member panel will include public representatives appointed by the governor, Senate, and Assembly, plus locally elected officials. In L A and Orange counties the elected seats include a Los Angeles city council member, another LA city council member from a different city, an Orange County council member, two county supervisors, and two from the Southern California Association of Governments.

Related Gulf Oil bunker fuel lines, 7,300 feet of 10-inch pipe from Santa Fe Springs to the port, were also approved.
