County prosecutor warns prisons must stay punishment centers
Los Angeles County prosecutor Howard told a Phoenix audience that U S prisons should remain institutions of punishment not country clubs. He urged satellite prisons near cities with psychiatric care and family access while isolating hardcore criminals in maximum security facilities. He endorsed federal aid to modernize and improve prisons per Attorney General Mitchell.
