Reagan to Seek Withholding and Public Work Force Plan

California Governor Ronald Reagan proposed income tax withholding and a public work force for long term welfare recipients patterned after the Civilian Conservation Corps. He said the plan would require federal cooperation to separate and fund the blind disabled and aged, computerize payments, and create local public works projects to give welfare recipients something in return for aid. Reagan linked the ideas to his 1968 presidential run and a broader austerity push to avert a budget shortfall while endorsing Nixon’s reelection efforts.
