Navy cites new rules after Mayport oil dump
Spilled oil off Florida violated Navy regulations issued 31 days earlier requiring environmental impact statements for actions affecting the environment. Mayport sailors dumped two barge loads of oil sludge 55 miles off St. Johns River, creating a 760 square mile slick. Secretary Chafee banned open water dumping of sludges and oily wastes and ordered disposal ashore or by private contractors while bilge discharges at sea continue. Senate leaders call for accountability and a Navy explanation of the incident.
