State Demands Accounting of Harbor Upland Revenue
Attorney General Edmund G. Brown serves Long Beach officials with a formal demand for an accounting and payment to the state as trust beneficiary of potential harbor upland revenue from oil and other sources. The move signals the start of possible lawsuits to redefine tidelands boundaries, with officials noting the city will resist. The notice requests a response by January 20, 1959, and warns the state may pursue legal steps if unmet.

Former L B Bank Chiefs Indicted On Embezzlement Charges
Two Long Beach men James H. Nicholson and Floyd Ragan were indicted on 70 counts of embezzlement conspiracy and related charges in connection with the Bank of Belmont Shore. They resigned last December amid a bank probe and have been free on bail since January. Authorities say $305,000 was alleged to be misappropriated with only partial recovery. The bank reports a $100 million surety bond and says operations remain unaffected. Nicholson founded the bank in 1953 and severed ties with the bank in March amid proceedings. Ragan had served as vice president.
