$2.88 Billion Panama Canal Redesign Proposed Outside Zone
A presidential commission urged the United States to build a sea level canal a few miles west of the current Panama Canal, outside the U.S. controlled zone, at an estimated cost of 2.88 billion dollars. The plan, presented to President Nixon after six years of study, would avoid nuclear explosives and suggest administration by a canal authority. Design and construction were projected to take about 14 years with treaty talks needed on ownership and defense.

Study of canal feasibility and sovereignty doubts
A historical note discusses capacity limits and the need for assurances on US sovereignty in defense matters to justify a sea level canal plan. The commission spent about $17 million of its $22 million study budget on evaluating the feasibility of using nuclear explosives for canal construction amid ongoing doubts.
Feasibility Study Deliberations on Excavation Routes
The commission weighed technical feasibility and Nuclear Test Ban Treaty compatibility and recommended conventional excavation methods. Alternate routes under review included the Nicaragua Costa Rica border the Darien Gap region of Panama and northern Colombia.
