California Tax Break Hits General Fund Warns Lawmakers

A Reagan administration official told the Senate Finance Committee that California’s $70 million tax cut has drained the general fund leaving little for welfare, school lunches, and other bills. Roy M. Bell said the planned $1 billion surplus shrank to about $25 million after a six month sales tax halt and a one time income tax rebate of up to 35 percent. He urged deferring general fund bills until revenue sharing funds are resolved, as committees approved a $277 million welfare bill for next year.

Illegal Evidence BillRejected in Senate

The Senate rejected a bill by Sen Dennis Carpenter allowing illegally seized evidence to be used against a guilty party when the home raid targeted an innocent person. The 14-17 vote failed to meet the 21-vote threshold, with reconsideration possible. Carpenter argued current law blocks such evidence, while his measure would permit it if the house seized was not the suspect's.
